SEHTA Hosts it's AGM and Annual Conference

On 2 July, SEHTA held its second AGM and Annual conference attended by 85 members.

Three new Board directors were appointed, Adrian Flowerday (Docobo), Alex Leech (Solace Pharmaceuticals) and Gregory Stoloff (PepTcell).

The conference was entitled ‘Accessing Health;’ and featured speakers from SEEDA (Jeff Alexander), Imperial College/ABHI/NHS (Oliver Wells), NHS Procurement (Zoe Greenwell) and SEHTA (David Parry, CEO and John Ellis, Dubai Business Director).

The meeting heard how the new Darzi review was focused on increasing quality in the NHS and patient choice, and how small companies wanting to sell to the NHS should focus on the policy needs driving their customers.

The role of sector consortia, including SEHTA in the new SEEDA sub-regional agenda was discussed by Jeff Alexander and the ways by which SEHTA was providing more access to public, private and overseas markets, including Dubai, was also highlighted.

Discussion paper on 'Disruptive Innovation'

The NHS Confederation published a ‘futures debate series’ discussion paper on ‘Disruptive Innovation’ which has comments on ‘tele-health and tele-care’ [sic]. As much of the movement to introduce these technologies has been based on producing savings it is interesting to note that the paper asserts, without any clear justification, that the people consulted in its writing believe that telehealth and telecare “may not produce major savings but is likely to have a significant impact on where money is spent in the system, shifting it from hospital to out-of-hospital care.”

Bainbridge warns of need for telecare

Health and social care services have five years to develop the telehealth and telecare services they will need to cope with an ageing population, Dr Mike Bainbridge, NHS Connecting for Health’s clinical architect, has warned.

Speaking at a fringe session at this year’s NHS Confederation conference, Dr Bainbridge said that ageing combined with an increasing burden of chronic disease threatened to make current models of healthcare unsustainable within a few decades.

He said costs would start to rise in 2010 and that by 2050 “delivery using current models could cost four times what it does now – or 40% of GDP.” All developed countries were facing similar issues, he added, “but only in Britain are we seeing joined up thinking about how to handle them.”

Dr Bainbridge said that where most countries were still focusing on their acute and nursing home sectors, Britain was looking at getting care out into communities and homes and running whole system demonstrator trials of telehealth and telecare systems.

The whole system demonstrator project is underway, in Kent, Cornwall and Newham, but Dr Bainbridge said the need to get such systems in place was urgent. “We have to do this over the next five years if we are not to see the NHS go over the falls – the equivalent of Niagara Falls – with or without a barrel,” he said.

Bainbridge also argued that healthcare IT systems would increasingly need to deliver information to patients, as well as to clinicians, administrators and regulators.

Like many other speakers at the conference, he seemed fascinated by the possibilities opened up by Microsoft and Google developing platforms for patients to hold and share their own healthcare information.

“There are issues with citizen-entered data,” he acknowledged, admitting that professionals would need evidence about who it related to, to the quality of the devices that had gathered it, and its trustworthiness - as well as help to cope with the volume of material generated.

However, he said the NHS would not be able to resist the trend. “The data is going to start flowing over the next few years, so we are going to have to deal with it,” he argued.

Similarly, he said one of the key reasons for running the whole systems demonstrators for telehealth and telecare was to test how data generated by new monitoring devices could be directed into records and to monitoring and alarm services; and to examine how these should be managed and regulated.

Dr Bainbridge hinted that Lord Darzi’s Next Stage Review of the NHS would support the shift to community, home and personal care.

This was supported by other speakers at the conference, who said improving primary care would be one of the first “world class commissioning” challenges for PCTs, and that there would be no let-up on the GP-led health centre agenda, despite opposition from doctors.

However, like many other speakers Dr Bainbridge was unable to give details of the review or the Swindells Informatics Review, which he said would be published “any day now.”

Labs' Virtual NHS Aims to Put Wales Ahead on Patient Care

A VIRTUAL NHS has been created inside a university in a bid to help Wales avoid the same mistakes England made when integrating new technology into the health service.

The Health Informatics Research Laboratories, at Swansea University, will be used to test new computer programs and hi-tech gadgets, which are designed to improve healthcare for patients.

It is also hoped that the labs will lead to the development of new systems to speed up and improve access to healthcare for patients.

The labs, thought to be the first of their kind in Europe, have been set up as more technology and computer systems are being integrated into the NHS.

But the development also follows the problems the English NHS encountered when trying to introduce an e-records system.

Gwyn Thomas, chief executive of Informing Healthcare, the Assembly Government's programme to incorporate IT into the health service, said: "Often, in IT, we end up buying something that doesn't work, or we buy something that works but with a two-pin plug when we have a three-pin socket.

Sometimes people have bought things that don't even exist.

"We need to see introducing IT into the NHS increasingly like introducing a new drug into the NHS. We have to pay as much attention to whether it is clinically safe."

Mr Thomas said the health informatics labs would test new and emerging IT developments for both safety and effectiveness.

If they work they could be given a "red dragon" seal of approval, which could lead to them being introduced into the NHS and incorporated in patient care.

David Ford, the Swansea University director of the health informatics research labs, said: "Increasingly we will see health- related computer technologies in the hands of patients so it is very important that they are safe and useable.

"It is important that they interact with healthcare professionals so that the service the public gets is as good as it possibly can be - that's the research challenge for us."

The laboratory, in the university's Institute of Life Science, features a patient's home, GP surgery, pharmacy and hospital. It is currently working on refining the individual health record (IHR) project, which will be gradually rolled out to GP out-of hours services across Wales.

The new technology allows an out-of-hours GP to access part of a patient's normal GP medical record to help improve their treatment.

Other innovations, including online prescription ordering, will also be tested at the labs.

It could also play a key role in any future development of a smart card, which each person could carry and would contain vital health information about them.

Health Minister Edwina Hart, who launched the labs - a joint venture between Swansea University and Informing Healthcare - said: "The laboratory will enable the Welsh health service to be at the cutting edge of innovation in patient care.

"This is fitting as the 60th anniversary, which was inspired and born in Wales, approaches.

"The way in which patients are cared for and treated is continually changing to keep up with new technology and medical advances.

"This new laboratory will enable the NHS in Wales to be at the forefront of innovation."

And Ian Kelsall, chair of Informing Healthcare, said: "The labs represent a major opportunity to put Wales at the forefront of IT systems in design, testing and evaluation."

Cobham, England (June 24, 2008) – The Directors of Proteome Sciences plc are pleased to announce that following the release of the preliminary announcement of the results for the year to the 31st December, 2007, the Company has entered into a further loan agreement with C.D.J. Pearce, the Chief Executive of the Company, under which the amount of the facility available has been increased to up to £8m. The agreement is on the same terms as the loan agreement dated 21st February, 2008 save that security for the total loan facility includes a floating charge over the company’s stock-in-trade.

In relation to the increase in the loan facility from C.D.J. Pearce, the Directors of the Company, (with the exception of C.D.J. Pearce who, in view of his interest in the transaction, has taken no part in the consideration thereof), having consulted with its nominated adviser, consider that the terms of this transaction are fair and reasonable insofar as shareholders are concerned.

The Report and Accounts for 2007 will be posted to shareholders on the 27th June and the Annual General Meeting will be held on Monday 28th July, 2008.

Web 2.0 and the implications of the web based personal health record

UK Department of Health and i4i sponsored research scoping project launched

The UK Department of Health Policy Research and NIHR i4i programmes have commissioned the HOIP Community Interest Company to undertake a scoping study into the implications of the web-based personal health record (PHR), the Web 2.0/3.0 technologies, social networks and services that are likely to evolve around it and the resulting research and policy priorities that will enable successful exploitation.

The research team will be running a number of workshops at the Department of Business Enterprise and Regulatory Reform (BERR) Future Focus facilities and on-line events using the KTN conferencing facilities together with a series of interviews with representatives of key stakeholders.

We would welcome expressions of interest in participating in the workshops and online events. The project is also seeking a wide range of contributions and opinions from individuals and groups with experience in this field or similar fields in other industry sectors.

Sixteen Innovative Manufacturing Research Centres (IMRCs) throughout the United Kingdom (UK) have guaranteed funding for five years; for some this extends up to 2012. They are seeking collaboration with industry for short or long term projects. There is also the possibility for collaboration in European Framework Programme Seven (FP7) proposals, in which consortia should consist of a variety of European companies and academic partners.

MRHA Medical Device Technology Forum

MRHA have announced a new Technologies Forum focused on medical devices. In the first instance this Forum will meet yearly, but it is intended that this will increase to twice a year.

The aims of the Medical Device Technology Forum are:

to ensure that all novel technologies are appropriately monitored and regulated, not only to optimise the safety of patients and users, but also to minimise unnecessary delays to product marketing due to an unclear regulatory process. This first point may result in the production of guidelines for the industry or user, new standards being proposed or, where appropriate, to influence future changes to legislation

to provide an important part of ensuring that those working at the MHRA are kept up to date with these novel technologies so that the Agency can maintain its expertise as technology in healthcare develops

to perform the important task of bringing together industry, regulators, users and scientists to ensure a high level of interaction and awareness regarding these new technologies, their potential uses, and any potential implications for how they are most effectively regulated, both protecting health and avoiding unnecessary deterrents and obstacles to manufacturers in exploiting new technologies for the benefit of patients.

Invitation for proposals for topics for discussion

The first Forum is to be held later this year, possibly in November, and will bring together some 30 scientists, industry experts, clinicians, users and lay people to discuss one or two specific topics, yet to be chosen. They will look at different aspects of the technology - scientific, regulatory and clinical. We are inviting proposals for topics to be discussed; these may include technologies coming to the market in the future whose regulation may be unclear and disadvantageous to industry, or whose safety may be questioned due to the advancedtechnology used, or topics that address any other potential regulatory barrier to bringing future medical device technologies to market. One of the topics suggested will be selected for in-depth discussion.

A ten-member topic selection panel, drawn from the MHRA’s Committee on the Safety of Devices, its Registry of Medical Device Experts, Notified Bodies and industry, will advise on the selection of topics to be addressed and on potential speakers at the Forum. Examples of subjects that may be of interest might include a cellular tissues, such as amniotic membrane, the use of robotics in minimally invasive surgery and nanotechnology, and novel material usage in implants.
